Can someone teach the City of Irvington how to use Quick Books?

This article from NJ.com is the most absurdly ridiculous story I have seen in a while.  See Full Article

“Irvington’s finances are in such a mess that bills are chronically paid late, checkbooks haven’t been balanced, and $36,000 in cell-phone charges were rung up for game downloads and roaming fees from such faraway locales as the Cayman Islands, a state audit concludes.”

What is going on in Irvington?  The first thing that comes to mind when I see such incompetence is corruption.  With the taste of Sharpe James still in the mouths of many Newarkers, one has to assume that his shenanigans are still prevalent in this neighboring city.
